Vermont is presently in Stage 3 of the Vermont Forward reopening plan. On April 9, 2021, Vermont began a new reopening plan, entitled "The Vermont Forward Plan." That plan ties three separate phases of reopening the state to certain vaccination milestones: Step 1 begins when 45-55% of all Vermonters have had their first dose of the COVID-19 vaccine; Step 2 begins when 60-70% of all Vermonters have had their first dose of the COVID-19 vaccine; and, Step 3 begins when 70-85% of all Vermonters have had their first dose of the COVID-19 vaccine. Each step in Vermont's plan to reopen removes certain behavior and sector-specific restrictions. For example, at the commencement of Step 1, "no quarantine is required for unvaccinated visitors with a negative test within 3 days prior to arrival."
In Vermont, masks or cloth facial coverings are required any time it is not possible to maintain a physical distance of at least six feet with others from outside their household. Further, both vaccinated and unvaccinated Vermonters are no longer required to wear a face covering outdoors if social distancing is in place.
In Vermont, there are moderate restrictions on mass gatherings. Up to 300 unvaccinated people can gather indoors, with no more than one person per 50 square feet, while up to 900 unvaccinated people can gather outdoors. This includes all public and private gatherings including but not limited to household gatherings, parties, weddings, events, etc.
Vaccinated people can gather with other fully vaccinated people without limit. Additionally, vaccinated people in a household can gather with one unvaccinated household.
