Mask Mandates:
Requirement. Any individual who is over age two and able to medically tolerate a face covering (a mask or cloth face covering) shall be required to cover their nose and mouth with a face covering when in a public place and unable to maintain a six-foot social distance. This requirement applies whether in an indoor space, such as a store, or in a public outdoor space where maintaining a six-foot social distance is not always possible. Executive Order 2020-43, as amended and revised below, is re-issued in its entirety and extended through October 17, 2020. Region 7 (Will and Kankakee counties) and Region 8 (Kane and DuPage counties), for restaurants and bars, meetings and social events, gaming and casinos and for all workplaces, effective October 23, 2020. Public health restrictions and mitigations are implemented for Region 5, comprised of Marion, Jefferson, Wayne, Edwards, Wabash, Perry, Jackson, Franklin, Williamson, Saline, Hamilton, White, Gallatin, Union, Johnson, Pope, Hardin, Alexander, Massac, and Pulaski counties, for restaurants and bars, meetings and social events, gaming and casinos and for all workplaces, effective October 22, 2020. Additional public health restrictions and mitigations were instituted for Region 1 on Octover 25,2020. Public health restrictions and mitigations will be implemented for Regions 4 and 10 for restaurants and bars, meetings and social events, gaming and casinos and for all workplaces, effective October 28, 2020. Public health restrictions and mitigations will be implemented in Regions 11, 9, and 3. Region 6 will have public health restrictions and mitigations implemented for restaurants and bars, meetings and social events, gaming and casinos and for all workplaces, effective November 2, 2020. Public health restrictions and mitigations will be implemented in Region 2 on November 4.
Mass Gathering Restrictions:
In response to the recent surge of cases across Illinois, all regions of the State have triggered additional mitigation strategies. Tier 3 Mitigations aim to limit gatherings and encourage people to stay home to the greatest extent possible, while allowing most industries to continue operating at significantly reduced levels. If there is prior guidance that implies different standards from these Tier 3 Mitigations, the more restrictive standards apply. This Executive Order supersedes Executive Order 43.Operate at no more than 25% capacity, including general merchandise stores, "big box" stores that offer groceries and pharmacy, and convenience stores. Grocery stores and pharmacies may operate at up to 50% capacity. Personal Care to operate at lesser of 25 clients or 25% capacity. Health and fitness centers to operate at no more than 25% capacity. Hotel room occupancy should be limited to registered guests only, with the maximum allowance being the number of individuals permissible per existing fire code for each applicable guest room. Only manufacturing staff and key personnel allowed in facilities. Non-production employees must work remotely. Non-essential staff and visitors are not permitted. Exemptions only for critical equipment repairs, supply deliveries and safety reasons (“critical visitors”). All bars and restaurants close at 11pm and may reopen no earlier than 6am the following day. No indoor service. Outdoor activities allowed at 25% capacity or less
