Don't go there if you don't have to. Check with your local chamber of commerce and/or sales tax office for the rules, regulations, and requirements. Here in LA you only have to have a business and/or sales tax license if you are selling from a stationary location and/or your sales are over a certain amount. Vendors selling at festivals are usually exempt.

Definitely check with not only your state, but also with the county or parrish and even the city or township you live in. Every place is totally different, even within the same state. Here in Michigan as an artist or crafter you don't need a state business license, but you do have to register a "an asumed name form" in other places it's called a "doing business as" permit. Also some cities reqire a special "seller's permit" to sell at all within their city limits even if your business is licensed or registered in a town within the same county. Make sure you check before you do anything. A lot of the shows in the Detroit area insist on copies of your license and liability insurance along with your application. Just remember that every place is totally different and check all the posibilities first. There may be some smaller shows that will allow vendors in without licenses, but the bigger ones that draw bigger crowds and generally offer more sales have rather long lists of requirements.
