Governor’s Plan to reopen:
1/7/21: Order #60 continues 12/22 restrictions. 12/22: Beginning at 12:01 a.m. on December 26, 2020, Massachusetts will implement temporary capacity limits to stop the spread of COVID-19 as cases and hospitalizations rise. Businesses must adhere to the following capacity limitations. The revised limits below supersede existing limits in the Phase 3, Step 1 Sector-Specific Protocols. Except for the specified adjustments to capacity limitations, all other terms of COVID-19 gatherings order (including exceptions) and all sector-specific workplace safety rules remain unchanged. These limits are in effect until January 10, 2021 unless further extended by the Governor. 12/8: Required return to Phase III, Step 1 reopening for all Massachusetts communities. Made adjustments to Phase III, Step 1 protocols. Effective October 5, a limited number of sectors will be eligible to reopen, with restrictions, in Step II of Phase III for lower risk communities only: Indoor performance venues will be permitted to open with 50% capacity with a maximum of 250 people. Outdoor performance venue capacity will increase to 50% with a max of 250 people. For arcades and indoor and outdoor recreation businesses, additional Step II activities like trampolines, obstacle courses, roller rinks and laser tag will also be permitted to open and capacity will increase to 50%. Fitting rooms will be permitted to open in all types of retail stores. Gyms, museums, libraries and driving and flight schools will also be permitted to increase their capacity to 50%. Gov. Baker pasued Phase 3 on 8/7/20 after case numbers rise. The following businesses will be eligible to reopen in Step One of Phase III, subject to industry-specific rules concerning capacity and operations: Movie theaters and outdoor performance venues; Museums, cultural and historical sites; Fitness centers and health clubs;Certain indoor recreational activities with low potential for contact;Professional sports teams, under the authority of league-wide rules, may hold games without spectators. Rescinds CO 44. On July 2, Governor Baker issued an order initiating Phase III of the Commonwealth's reopening process beginning July 6.
Mask Mandates:
11/2: Governor Baker also signed an updated order related to face-coverings. The revised order requires all persons to wear face-coverings in all public places, even where they are able to maintain 6 feet of distance from others. The revised order still allows for an exception for residents who cannot wear a face-covering due to a medical or disabling condition, but it allows employers to require employees to provide proof of such a condition. It also allows schools to require that students participating in in-person learning provide proof of such a medical or disabling condition. 5/6: Requirement. Governor Baker issued an Order effective Wednesday, May 6 requiring face masks or cloth face coverings in public places where social distancing is not possible. This applies to both indoor and outdoor spaces.
Mass Gathering Restrictions:
1/7/21: Order #60 continues 12/22 restrictions. 12/22: 10 persons indoors; 25 persons outdoors; applies to both private homes and event venues and public spaces. Where no licensed or permitted capacity allowance is on record and for any enclosed space within a larger facility, occupancy shall be limited to no more than 5 persons per 1,000 square feet. 12/8: Reduces the limit on outdoor gatherings statewide from 100 persons to 50 persons and requires reporting to the Local Board of Health for outdoor gatherings of more than 25 people. Sustained other gathering limits from Order #54. 11/2/20: Reduces the gathering size limit for gatherings at private residences: indoor gatherings at private residences are limited to 10 people and outdoor gatherings at private residences are limited to 25 people. The limit on gatherings held in public spaces and at event venues (e.g. wedding venues) remains the same. The new order also requires that all gatherings (regardless of size or location) must end and disperse by 9:30 PM. Authorizes continued enforcement by local health and police departments and specifies that fines for violating the gathering order will be $500 for each person above the limit at a particular gathering. 09/29/20 - No. 52: Effective Oct. 5 (Expired 11/6/20 - see: EO #54) the limit for indoor gatherings remains at a maximum of 25 people for all communities. Outdoor gatherings at private residences and in private backyards will remain at a maximum of 50 people for all communities. Outdoor gatherings at event venues and in public settings will have a limit of 50 people in Step I communities, and a limit of 100 people in lower risk, Step II communities. 8/7/20 - No. 46: After a rise in case numbers, Baker announced that he's scaling back outdoor mass gatherings from 100 to 50 people; indoor remains capped at 25. Under the updated gatherings order, indoor gatherings are limited to eight people per 1,000 square feet, but should not exceed 25 people in a single enclosed, indoor space. Outdoor gatherings in enclosed spaces are limited to 25 percent of the facility’s maximum permitted occupancy, with a maximum of 100 people in a single enclosed outdoor space. This includes community events, civic events, sporting events, concerts, conventions and more. This order does not apply to outdoor, unenclosed gatherings if proper social distancing measures are possible. This revised order does not supersede previously issued sector guidance. On 03/13/20, Gov. Baker released an emergency order which prohibited gatherings of more than 250 people.
